It has been due to sun exposure. I stay away from the sun and live a healthy life but it’s still coming back. Could red and infrared light therapy help prevent new recurrences?

I have tried bleach creams, and they just don’t work.
I am thinking about getting Laser resurfacing. Is this costly?
about how much? and is it a one time deal, or do I have to keep going back?
